Used in some versions of s Comus (1634) to describe the bedraggled state of Wisdoms wings; generally held to be an error for all to-ruffled, all too ruffled, etc.

She plumes her feathers and lets grow her wings, / That in the various bustle of resort / Were altoruffled and sometimes impaird.
