first among equals
a) A person or position that if formally equivalent to others in a group, but is superior in some attribute.

The value of First Among Equals lies in its attempt to set out systematically the major roles played by prime ministers, and to provide insights by a detailed comparison of the same office in four countries.

b) In the British and other parliamentary systems, a term used to describe the relationship of the prime minister to the other members of the cabinet.
